Peter Taylor-Gooby gave a paper on European Welfare Futures at the ‘Europe in the World, 2012 to 2013’ conference held at the Accademia dei Lincei at the Palazzo Farnese in Rome on 16 March. He demonstrated a new method for identifying the balance of allocation of social resources between capital and labour that will be used in the work of the Augur research programme. This approach identifies the proceeds of growth that go to business and employers on the one hand and to workers and their families on the other. It can be applied to a wide range of countries over time using national accounts data. The study shows how capital has been taking an increasing share of total resources since the early 1970s, and that this is a major factor in rising social inequalities throughout the developed world.
