Following the publication of The Public Procurement (Agreement on Government Procurement) (Thresholds) (Amendment) Regulations 2021, the Thresholds for Public Procurements have changed. Please note these values now include VAT in the total value.
Under the above sets of regulations, for contracts with estimated values above relevant thresholds, contracting authorities must publish notices on the Government’s Find a Tender service and run a fully compliant procurement under the appropriate regulations, e.g. PCR 2015. These values should take into account the total spend of the University and not that of any individual project. When any project seems likely to exceed the below values, you must work with Procurement to ensure the contracts are awarded legally and appropriately. Contracts over £25,000 should be advertised on Contracts Finder.
The thresholds have changed as follows:
- Public works contracts changed from £4,733,252 ex VAT to £5,336,937 inc VAT.
- Public supply and services contracts awarded by sub-central contracting authorities, and their design contests changed from £189,330 ex VAT to £213,477 inc VAT.
Procurement will begin delivering training and information in the coming months around best practice and approaches to working with suppliers.
