{"id":5578,"date":"2021-04-21T08:42:18","date_gmt":"2021-04-21T07:42:18","guid":{"rendered":"http:\/\/blogs.kent.ac.uk\/sspssr-news-events\/?p=5578"},"modified":"2021-04-21T13:25:10","modified_gmt":"2021-04-21T12:25:10","slug":"half-a-million-people-overlooked-universal-credit-despite-covid-19","status":"publish","type":"post","link":"https:\/\/blogs.kent.ac.uk\/sspssr-news-events\/2021\/04\/21\/half-a-million-people-overlooked-universal-credit-despite-covid-19\/","title":{"rendered":"Half a million people overlooked Universal Credit despite Covid-19"},"content":{"rendered":"<p class=\"lead\">A new study co-led by SSPSSR Senior Lecturer in Sociology and Social Policy Dr Ben Baumberg Geiger highlights those who were eligible for Universal Credit at the start of Covid-19 but did not claim it \u2013 despite often having sharp falls in income and struggling financially.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.distantwelfare.co.uk\/take-up\">report<\/a>\u00a0is part of the\u00a0<a href=\"https:\/\/www.distantwelfare.co.uk\/\">Welfare at a (Social) Distance project<\/a>\u00a0led by the\u00a0University of Salford, in collaboration with Kent, the University of Leeds, the London School of Economics and Deakin University, Australia. Findings estimate that there were around half a million people who were eligible for Universal Credit during the start of the Covid-19 pandemic, but they did not claim it.<\/p>\n<p>Research found that 220,000 people thought they were eligible for Universal Credit but did not want to claim it, with 59% stating the perceived hassle of applying and the challenge of figuring out if they were eligible the contributing factor to not applying. A further sizeable minority (27%) did not claim Universal Credit because of benefits stigma.<\/p>\n<p>There were also an estimated 280,000-390,000 people who wrongly thought they were ineligible for Universal Credit. Some people had actively considered applying for benefits and decided they were not eligible, but mostly people just had a \u2018sense\u2019 that they were not eligible for anything.<\/p>\n<p>Since the start of the Covid-19 pandemic, income had fallen amongst a majority of those not accessing Universal Credit and to make ends meet, people relied on savings, friends\/family or borrowed from banks.<\/p>\n<p>Nearly half reported severe financial strain \u2013 either falling behind on housing costs, not keeping up with bills\/debts, or not being able to afford fresh fruit and vegetables daily. A further two-thirds were unable to deal with an unexpected expense like replacing a fridge and more than one-in-six had skipped a meal in the previous two weeks because they could not afford to eat (equivalent to 80,000 people).<\/p>\n<p>Those not taking-up Universal Credit also had worse mental health on average than the general public.<\/p>\n<p>Dr Ben Baumberg Geiger, lead author of the report and a Senior Lecturer at SSPSSR, said: \u2018There are probably about half a million people who are entitled to Universal Credit but do not claim it. These people are largely invisible because the Department for Work and Pensions no longer estimates how many people are affected \u2013 something we recommend that they start doing for Universal Credit, just as they used to do for other benefits.<\/p>\n<p>\u2018Some of these people say they do not need benefits \u2013 but others do not claim because they do not understand that they are eligible, hope that things will get better soon, or are put off by the perceived \u2018hassle\u2019 or stigma of claiming. It is therefore no surprise that many of these people are experiencing poor mental health and financial strain, some of them severely.\u2019<\/p>\n<p>Professor Lisa Scullion, Co-Director of SHUSU at the University of Salford and project lead, said: \u2018Overall, the benefits system has responded well to the unprecedented demands which a year of different lockdown measures has brought. However, historic weaknesses remain.<\/p>\n<p>\u2018It is clear that there are relatively high levels of need amongst people who do not claim the benefits that they are entitled to. The Department for Work and Pensions should publish its own \u2018benefit take-up strategy\u2019 for the UK as a whole, aiming to ensure that people can claim the right benefits as quickly as possible, correct misperceptions about the benefits system, and attempt to address benefits stigma.\u2019<\/p>\n<p>Hardeep Aiden, Research Manager at the Health Foundation, adds: \u2018The \u00a320 uplift and temporary removal of sanctions have gone someway to improve the experience of many claimants during the pandemic, but more targeted support and an easing of the conditions for claiming Universal Credit must be implemented.<\/p>\n<p>\u2018This would reduce the stress and anxiety around claiming, helping to improve both mental and physical health among this financially vulnerable group and, crucially, would encourage those who need to claim to do so.\u2019<\/p>\n<p>The research report titled \u2018Non-take-up of benefits at the start of the COVID-19 pandemic\u2019, funded by the\u00a0<a href=\"https:\/\/www.health.org.uk\/\">Health Foundation<\/a>, can be accessed on the Welfare at a (Social) Distance project\u2019s\u00a0<a href=\"https:\/\/62608d89-fc73-4896-861c-0e03416f9922.usrfiles.com\/ugd\/62608d_c06b922f6c94473f89f95ecd0bca328d.pdf\">website<\/a>.<\/p>\n<hr \/>\n<p><a href=\"https:\/\/www.kent.ac.uk\/social-policy-sociology-social-research\/people\/562\/baumberg-geiger-ben\">Dr Baumberg-Geiger<\/a> has a wide range of research interests including disability, the workplace, inequality, the benefits system, addictions policy and Corporate Social Responsibility (CSR), and the relationship between evidence and policy.<\/p>\n<p>He helped found Kent&#8217;s <a href=\"https:\/\/www.kent.ac.uk\/qstep\">Q-Step Centre,<\/a> where he was co-director until 2016, and is still part of the team teaching students new skills in quantitaitve and qualitative methods, wider critical thinking skills, and experience in applying these skills to the world around them.
