Europe faces pressing, practical problems that demand action, not political posturing. From climate change and food supply, to the competitiveness of its research base and markets, we need to make difficult decisions that cannot be postponed or shifted between committees and member states on the basis that ever-more tests and safety are required, as has become the norm. Is there a way of breaking through this precautionary impasse?
