Bull: &#8216;Policy-makers must take a more ambitious approach to reversing biodiversity loss&#8217;"},"content":{"rendered":"<p>A group of leading conservationists, including Dr <a href=\"https:\/\/www.kent.ac.uk\/anthropology-conservation\/people\/474\/bull-joseph-william\" target=\"_blank\" rel=\"noopener noreferrer\">Joseph W. Bull<\/a>, Senior Lecturer in Conservation Science at the <a href=\"https:\/\/research.kent.ac.uk\/dice\/\" target=\"_blank\" rel=\"noopener noreferrer\">Durrell Institute of Conservation and Ecology (DICE)<\/a>, is urging governments across the globe to adopt a new approach to address the impact of economic development on our natural world.<\/p>\n<p>In a new paper, published by\u00a0<em>Nature Ecology and Evolution<\/em>, they call for a focus on \u2018net positive outcomes for nature\u2019. The approach rejects the idea that loss of biodiversity is an inevitable consequence of economic development and instead calls for more\u00a0ambitious, proactive measures\u00a0to ensure\u00a0greater benefits\u00a0to our natural environment are achieved\u00a0in concert with development activities.<\/p>\n<p>This new net positive approach is underpinned by the concept of a\u00a0Conservation Hierarchy, which provides a framework for structuring\u00a0biodiversity conservation actions\u00a0based on how they contribute to our shared\u00a0overall vision for our natural world. The Hierarchy would allow for the bold, strategic consideration\u00a0of conservation actions \u2013 shifting our focus away from more reactive piecemeal actions to protect species or habitats. It seeks to\u00a0extend the focus of conservation efforts beyond increasing the number of designated protected areas to also focus on reducing the impact\u00a0of development as it happens,\u00a0retaining and restoring habitats\u00a0proactively, and enhancing the prospects for nature everywhere.<\/p>\n<p>The framework would allow the whole range of conservation efforts to be tracked at a\u00a0global level, whether they are implemented by\u00a0national governments, indigenous groups, businesses or private individuals. This then provides for more consistent, comprehensive and informative evaluation of the progress we are collectively making towards\u00a0restoring nature.<\/p>\n<p>The Conservation Hierarchy is more\u00a0ambitious than current policy commitments, which typically relate only to location-specific impacts, particular species&#8217; trends or certain sectors of the economy. It outlines how the global community can move to a position in which economic development activities would be integrated with, rather than in opposition to, positive biodiversity outcomes.<\/p>\n<p>The conservationists are calling for a\u00a0shift in the language and approach\u00a0to global conservation policy discussions in advance of next year\u2019s UN Convention on Biological Diversity, which will be held in China and will set the strategic plan for biodiversity\u00a0for the next decade and on to 2050. They argue that nations adopting a headline target of net positive outcomes for biodiversity would have\u00a0major implications\u00a0for the way that conservation is delivered and encourage\u00a0greater engagement\u00a0with nature conservation around the world.<\/p>\n<p>The research was led by\u00a0Dr Bull alongside professors <a href=\"http:\/\/www.ox.ac.uk\/news-and-events\/find-an-expert\/professor-ej-milner-gulland\" target=\"_blank\" rel=\"noopener noreferrer\">EJ Milner-Gulland<\/a>\u00a0(University of\u00a0Oxford) and\u00a0<a href=\"https:\/\/sees.uq.edu.au\/profile\/9281\/james-watson\" target=\"_blank\" rel=\"noopener noreferrer\">James Watson<\/a>\u00a0(University of\u00a0Queensland\u00a0and\u00a0<a href=\"https:\/\/www.wcs.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Wildlife Conservation Society<\/a>) as well as additional co-authors to produce the report, including collaborators from several major international conservation organisations, such as the <a href=\"https:\/\/www.wwf.org.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">World Wildlife Fund<\/a>.<\/p>\n<p>Dr Bull said, &#8220;The loss of native species and habitats\u00a0is a pattern that is being repeated in gardens, farmlands, wildlands, rivers and oceans\u00a0across the planet. The current focus on protecting what nature remains is not nearly enough. We must find ways to not only halt, but also reverse biodiversity loss. We should be going above and beyond our current actions to seek conservation gains wherever possible.&#8221;<\/p>\n<p>Professor Milner-Gulland commented, &#8220;The world must take the leap from a focus on actions that prevent biodiversity loss, and instead adopt a proactive approach to restoring nature. The Conservation Hierarchy provides the underpinning for the truly ambitious action which the public are demanding, to achieve a\u00a0sustainable, wild and socially-just world.&#8221;<\/p>\n<p>Professor Watson added, &#8220;It is obvious that nature is running out of time,\u00a0and nations have\u00a0one last chance to get a bold target in place to halt the declines and extinctions that are now commonplace across the world. Only with a bold headline goal that calls for a net gain for nature will it be possible for governments and industry to work hand in hand to avert the biodiversity crisis.&#8221;<\/p>\n<p><a href=\"https:\/\/www.nature.com\/articles\/s41559-019-1022-z\" target=\"_blank\" rel=\"noopener noreferrer\">\u2018Net positive outcomes for nature\u2019<\/a> by Joseph W.
