Between February 21 and March 4 2019, three notable rediscoveries were announced \u2013 the\u00a0<a href=\"https:\/\/www.nationalgeographic.com\/animals\/2019\/02\/extinct-fernandina-giant-tortoise-found\/\" target=\"_blank\" rel=\"noopener\">Fernandina Island Gal\u00e1pagos tortoise<\/a>\u00a0(<em>Chelonoidis phantasticus<\/em>), which was last seen in 1906;\u00a0<a href=\"https:\/\/www.theguardian.com\/environment\/2019\/feb\/21\/worlds-largest-bee-missing-for-38-years-found-in-indonesia\" target=\"_blank\" rel=\"noopener\">Wallace\u2019s giant bee<\/a>\u00a0(<em>Megachile pluto<\/em>), which had supposedly disappeared in 1980; and the\u00a0<a href=\"https:\/\/mymodernmet.com\/formosan-clouded-leopard-extinct\/\" target=\"_blank\" rel=\"noopener\">Formosan clouded leopard<\/a>\u00a0(<em>Neofelis nebulosa brachyura<\/em>), which disappeared after the last sighting in 1983 and was officially declared extinct in 2013.<\/p>\n<figure id=\"attachment_3629\" aria-describedby=\"caption-attachment-3629\" style=\"width: 500px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.galapagos.org\/newsroom\/fernandina-tortoise-female-2019\/\"><img loading=\"lazy\" class=\"wp-image-3629 size-full\" src=\"http:\/\/blogs.kent.ac.uk\/sac-news-events\/files\/2019\/04\/Fernandina-giant-tortoise-cropped.jpg\" alt=\"The first Fernandina giant tortoise seen in over 112 years.\" width=\"500\" height=\"375\" srcset=\"https:\/\/blogs.kent.ac.uk\/sac-news-events\/files\/2019\/04\/Fernandina-giant-tortoise-cropped.jpg 500w, https:\/\/blogs.kent.ac.uk\/sac-news-events\/files\/2019\/04\/Fernandina-giant-tortoise-cropped-300x225.jpg 300w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/a><figcaption id=\"caption-attachment-3629\" class=\"wp-caption-text\">The first Fernandina giant tortoise seen in over 112 years.\/Galapagos National Park Directorate<\/figcaption><\/figure>\n<p>These rediscoveries suggest we may know very little about some of the world\u2019s rarest species, but they also raise the question of how species are declared extinct in the first place.\u00a0<a href=\"https:\/\/www.iucnredlist.org\/\" target=\"_blank\" rel=\"noopener\">The IUCN Red List<\/a>\u00a0collates a global register of threatened species and measures their relative risks of extinction. The Red List has a set of criteria to determine the threat status of a species, which are only listed as \u201cExtinct\u201d when\u2026<\/p>\n<p>&#8220;<em>&#8230;there is no reasonable doubt that the last individual has died.<\/em>&#8221;<\/p>\n<p>According to the Red List, this requires\u2026<\/p>\n<p>&#8220;<em>&#8230;exhaustive surveys in known and\/or expected habitat, at appropriate times&#8230;throughout its historic range [which] have failed to record an individual. Surveys should be over a time frame appropriate to the taxon&#8217;s life cycle and life form.<\/em>&#8221;<\/p>\n<p>Given all the evidence \u2013 or rather, lack of evidence \u2013 that\u2019s needed, it\u2019s surprising that any species is ever declared extinct. Trying to determine what are true sightings and what are false complicates the declaration of extinction.<\/p>\n<p>The idea of a species being \u201crediscovered\u201d can confuse things further. Rediscovery implies that something was lost or forgotten but the term often gives the impression that a species has returned from the dead \u2013 hence the term \u201c<a href=\"https:\/\/theconversation.com\/meet-the-lazarus-creatures-six-species-we-thought-were-extinct-but-arent-50274\" target=\"_blank\" rel=\"noopener\">lazarus species<\/a>\u201d. This misinterpretation of lost or forgotten species means the default assumption is extinction for any species that hasn\u2019t been seen for a number of years.<\/p>\n<p>So, what does this mean for the three recently \u201crediscovered\u201d species?<\/p>\n<p>While a living specimen of the Fernandina Island Gal\u00e1pagos tortoise had not been seen since 1906, indirect observations of tortoise faeces, footprints and tortoise-like bite marks out of prickly pear cacti had been made\u00a0<a href=\"https:\/\/www.iucnredlist.org\/species\/170517\/128969920\" target=\"_blank\" rel=\"noopener\">as recently as 2013<\/a>.<\/p>\n<p>The uncertainty around the quality of these later observations and the long time since the last living sighting probably contributed to it being declared \u201cCritically Endangered (Possibly Extinct)\u201d in 2015. In fact, for many years it languished under the criteria of Data Deficient and was only recently assessed as Vulnerable.<\/p>\n<p>So, while this is an exciting find for something that hadn\u2019t been seen for so long, its rediscovery shows how little is known about many rare species in the wild, rather than how scarce they are.<\/p>\n<p>The Formosan clouded leopard, meanwhile, was\u00a0<a href=\"https:\/\/blogs.scientificamerican.com\/extinction-countdown\/clouded-leopards-confirmed-extinct-taiwan\/\" target=\"_blank\" rel=\"noopener\">actually listed as Extinct<\/a>. The last sighting of the species was in 1983, based on interviews with 70 hunters, and extensive\u00a0<a href=\"http:\/\/cloudedleopard.org\/documents\/Formosan%20clouded%20leopard%20Po-Jen%20Chiang%202007.pdf\" target=\"_blank\" rel=\"noopener\">camera trapping during the 2000s failed<\/a>\u00a0to detect its presence. It was officially declared extinct in 2013.<\/p>\n<p>While the giant tortoise and bee were proclaimed alive after living specimens were found, the clouded leopard\u2019s rediscovery is more uncertain. Based on sightings on two separate occasions by two sets of wildlife rangers, the evidence is compelling.
