Please get in touch with <\/span><a href=\"mailto:qaco@kent.ac.uk\"><span data-contrast=\"none\">qaco@kent.ac.uk<\/span><\/a><span data-contrast=\"auto\"> for further information.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Lifelong Learning Entitlement (LLE)<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In September 2023, the UK Government passed <\/span><a href=\"https:\/\/bills.parliament.uk\/bills\/3410\"><span data-contrast=\"none\">The Lifelong Learning (Higher Education Fee Limits)<\/span><\/a><span data-contrast=\"auto\"> Bill which will introduce new fee limits based on credits.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The idea is to replace the current student loan system with a Lifelong learning Entitlement loan.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Under the LLE, tuition fee limits will be based on credits. This is instead of being based on the number of academic years in the course, as is the case under the existing system. There will be a maximum financial amount per credit and a maximum number of credits that can be charged for in each course year, which will be set by the government.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The new system will be introduced in a phased approach from the academic year 25\/26, starting with LLE funding being available for designated courses at Office for Student registered providers before being expanded to new students on more courses throughout 27\/28.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Detailed information about what is currently know is available in the <\/span><a href=\"https:\/\/www.gov.uk\/government\/publications\/lifelong-learning-entitlement-lle-overview\/lifelong-learning-entitlement-overview#courses-included-under-the-lle\"><span data-contrast=\"none\">Department for Education Policy Paper<\/span><\/a><span data-contrast=\"none\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The Quality Assurance Agency (QAA) has published a <\/span><a href=\"https:\/\/www.qaa.ac.uk\/en\/news-events\/blog\/the-future-of-lifelong-learning\"><span data-contrast=\"none\">blog<\/span><\/a><span data-contrast=\"none\"> about the operationalisation of the scheme.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">QACO, in collaboration with other relevant departments of the university, will provide further guidance on any implications for our existing and new courses in due time.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">Freedom of Speech in Higher Education<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The <\/span><a href=\"https:\/\/www.legislation.gov.uk\/ukpga\/2023\/16\/enacted\"><span data-contrast=\"none\">Higher Education (Freedom of Speech) Act 2023<\/span><\/a><span data-contrast=\"none\"> has introduced new duties on higher education providers and student unions to take reasonable steps to secure free speech on campus. As a result, the Office for Students (OfS) has been given more powers to regulate institutions and student unions on free speech issues, likely from August 2024.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The OfS is currently consulting on amendments to their Regulatory Framework and on the recovery of costs for a new free speech complaints scheme in relation to these powers.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Details about the implication of the Act and OfS\u2019s proposed implementation as well as options for responding to the consultation can be found on the <\/span><a href=\"https:\/\/www.officeforstudents.org.uk\/consultations-on-free-speech\/\"><span data-contrast=\"none\">OfS website<\/span><\/a><span data-contrast=\"none\">.
