{"id":861,"date":"2019-04-18T07:53:14","date_gmt":"2019-04-18T06:53:14","guid":{"rendered":"http:\/\/blogs.kent.ac.uk\/landodlatestnews\/?p=861"},"modified":"2019-04-18T07:57:19","modified_gmt":"2019-04-18T06:57:19","slug":"kent-digital-accessibility-working-group-kdawg","status":"publish","type":"post","link":"https:\/\/blogs.kent.ac.uk\/landodlatestnews\/2019\/04\/18\/kent-digital-accessibility-working-group-kdawg\/","title":{"rendered":"Kent Digital Accessibility Working Group (KDAWG)"},"content":{"rendered":"<p><strong><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">Ensuring our digital content is accessible to all<\/span><\/span><\/strong><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">The University has joined forces with other public sector bodies to ensure Kent becomes a digitally inclusive county.<\/span><\/span><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">The Kent Digital Accessibility Working Group \u2013 made up of the University and its \u2018Kent Connect\u2019 partners including local authorities, police and fire \u2013 aims to meet rules outlined in the\u00a0<\/span><a href=\"http:\/\/www.legislation.gov.uk\/uksi\/2018\/952\/introduction\/made\">Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations (2018)<\/a><span style=\"font-size: medium\">.<\/span><\/span><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">Members of the group from across the University are already working on a training plan for all organisations involved, as well as adding to the team of experienced accessibility auditors across the county to ensure that all Kent websites are accessible to all.<\/span><\/span><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">The Kent Digital Accessibility Working Group are also taking steps to ensure the University\u2019s own digital content is fully accessible. <\/span><\/span><span style=\"color: #1f497d;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">\u00a0<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\"><span style=\"color: #000000\">The aim is to improve <\/span>access for all and this work compliments the <a href=\"http:\/\/www.kent.ac.uk\/kips\">Kent Inclusive Practices (KIPs)<\/a> that the University has already endorsed.\u00a0<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif\"><span style=\"color: #000000;font-size: medium\">In addition, the new web template \u2013 Site Editor \u2013 is designed to be highly accessible, and digital guidelines are being shared with schools and departments to help prepare content for those webpages.\u00a0i.e a review current content and removal of obsolete information.<\/span><\/span><span style=\"font-family: 'Arial',sans-serif;font-size: 12pt\"><span style=\"color: #000000\">\u00a0<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif\"><span style=\"color: #000000;font-size: medium\">The following principles can and should be applied to all digital material at Kent to help ensure a fully inclusive environment. They include:<\/span><\/span><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Keep content simple<\/span><\/span><\/p>\n<p><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Keep it efficient<\/span><\/span><\/p>\n<p><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Make sure the text is accessible to other applications<\/span><\/span><\/p>\n<p><span style=\"color: black;font-family: 'Arial',sans-serif\"><span style=\"font-size: medium\">\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Structure your text with style sheets\/semantic tags<\/span><\/span><\/p>\n<p><span 4<\/a><\/strong><\/p>\n<p>&nbsp;<\/p>\n<h1><a name=\"_Toc527389672\"><\/a><strong>Introduction<\/strong><\/h1>\n<p>This paper proposes the initial founding, remit and membership of a University of Kent working group in response to the evolving <u><a href=\"http:\/\/www.legislation.gov.uk\/uksi\/2018\/952\/introduction\/made\">Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations (2018)<\/a><\/u> (henceforth, \u2018The Public Sector Accessibility Regulations\u2019) which are now law in the UK and implement the\u00a0<u><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=uriserv:OJ.L_.2016.327.01.0001.01.ENG\">EU Directive on the accessibility of public sector websites and mobile applications<\/a><\/u>.<\/p>\n<p>The Kent Digital Accessibility Working Group (KDAWG) will aim to understand the scope of the regulations to ensure consistent, sustainable, timely and meaningful compliance with the regulations to help Kent meet the requirements of the regulators and improve the experience of all students.<\/p>\n<p>The group builds on the <u><a href=\"http:\/\/bit.ly\/2wVAS3O\">Accessible VLEs<\/a><\/u> report by <u><a href=\"https:\/\/www.policyconnect.org.uk\/\">PolicyConnect<\/a><\/u> and will benefit from associated communications channels (e.g. <u><a href=\"http:\/\/bit.ly\/2Mu5uQ0\">JiscMail<\/a><\/u>: <u>digitalaccessibilityregulations@jiscmail.ac.uk<\/u>) to contribute to the national conversation and assimilate central guidance and sector good practice. In addition, Kent staff are founding members of the <a href=\"https:\/\/docs.google.com\/document\/d\/1bSUozmcu-7PfVJfOrSYAd7MyKkXLOOgoQTZfRW-mf6Q\/edit#heading=h.gjdgxs\">Further\/Higher Education Digital Accessibility Working Group (FHE DAWG<\/a>) which seeks to benchmark sector approaches to the adoption of the regulations in order that this wider view can feed directly into the strategic direction at Kent.<\/p>\n<h2><a name=\"_Toc527389673\"><\/a><strong>What do the regulations say?<\/strong><\/h2>\n<ol>\n<li>The regulations require us to take action to ensure that relevant web content<a href=\"#_ftn1\" name=\"_ftnref1\"><sup>[1]<\/sup><\/a> and mobile applications comply with the international <u><a href=\"https:\/\/www.w3.org\/TR\/WCAG21\/\">WCAG 2.1 AA accessibility standard<\/a><\/u>.<\/li>\n<li>The websites and applications of public sector bodies must include an \u2018accessibility statement\u2019 that will:<\/li>\n<\/ol>\n<ol>\n<li>Inform the user of any non-accessible parts of the website and what alternative provision the institution has made to allow the user to access that information (e.g. phone support).<\/li>\n<li>Provide a feedback mechanism for users and a link to the government&#8217;s enforcement procedure.<\/li>\n<\/ol>\n<h2><a name=\"_Toc527389674\"><\/a><strong>What is the timeline for compliance?<\/strong><\/h2>\n<ul>\n<li>The deadlines for compliance are different for different types of content. The key dates are:<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>23rd of September 2018\n<ul>\n<li>The regulations become part of UK law<\/li>\n<\/ul>\n<\/li>\n<li>23rd of December 2018\n<ul>\n<li>The European Commission publishes the harmonised accessibility standard and a model accessibility statement.<\/li>\n<\/ul>\n<\/li>\n<li>23rd of September 2019\n<ul>\n<li>The following must be accessible:<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>Most web content that was created or substantially revised after the 23rd of September 2018.<\/li>\n<li>Intranets that were created or substantially revised after 23rd of September 2019.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>23rd of September 2020\n<ul>\n<li>The following must be accessible:\n<ul>\n<li>Most web content, regardless of when it was created<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>Exemptions are office documents published before September 2018 (unless they are part of \u2018active administrative processes\u2019) and videos published before 23rd September 2020).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>23rd of September 2021\n<ul>\n<li>The following must be accessible:<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>Mobile applications (regardless of when they were created).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h1><a name=\"_Toc527389675\"><\/a><strong>Governance<\/strong><\/h1>\n<p>To report to the eLearning Strategy Group (ELSG) and to the Web Management Board on matters of strategy and policy in relation to compliance with the new Public Sector Accessibility Regulations.<\/p>\n<h1><a name=\"_Toc527389676\"><\/a><strong>Terms of reference<\/strong><\/h1>\n<p>To advise on the development of an action plan for relevant Kent web content and oversee its implementation to ensure compliance with the Public Sector Accessibility Regulations.<\/p>\n<h1><a name=\"_Toc527389677\"><\/a><strong>Objectives<\/strong><\/h1>\n<p>The initial objectives of the Kent Digital Accessibility Working Group (KDAWG) working group are to:<\/p>\n<ol>\n<li>Define Kent web content categories that \u2018count\u2019 in terms of being covered by the scope of the regulations and the types of documents that are required to be accessible.<\/li>\n<li>Review Kent web contents and document types to understand which meet accessibility standards<a href=\"#_ftn2\" name=\"_ftnref2\"><sup>[2]<\/sup><\/a> and which require improvement.<a href=\"#_ftn3\" name=\"_ftnref3\"><sup>[3]<\/sup><\/a><\/li>\n<li>Make a roadmap\/action plan to show how we\u2019ll take action to meet accessibility standards by resolving issues in order of priority:\n<ol>\n<li>Define minimum standards for the creation\/amendment of accessible key resource types \u2013 referring to the materials already available in the <u><a href=\"http:\/\/www.kent.ac.uk\/accessibility\">Kent accessibility pages<\/a><\/u>.<a href=\"#_ftn4\" name=\"_ftnref4\"><sup>[4]<\/sup><\/a><\/li>\n<li>Produce guidance on creating content that meets the accessibility standards used by the regulations, e.g. checklists for lectures. (Where such resources already exist we will check them against the new standard rather than start completely afresh).<\/li>\n<li>Collate examples of best practice and approaches for implementing the regulations\u2019 requirements.<\/li>\n<\/ol>\n<\/li>\n<li>Identify potential or perceived legal barriers such as copyright law and determine appropriate solutions to maximise accessibility.<\/li>\n<li>Create a digital accessibility statement for platforms used at Kent such as Virtual Learning Environments (VLEs).<a href=\"#_ftn5\" name=\"_ftnref5\"><sup>[5]<\/sup><\/a><\/li>\n<li>Identify workflows and responsibility for responding within a reasonable amount of time to requests for information in accessible formats.<\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<h1><a name=\"_Toc527389678\"><\/a><strong>Membership<\/strong><\/h1>\n<p>To ensure a cross-University approach to meeting these regulations we wanted to ensure appropriate and equal representation from teams across the University to demonstrate shared ownership and enable the distribution of clear communications.<\/p>\n<p>&nbsp;<\/p>\n<p>The group membership is designed to be flexible so that experts can be brought in at appropriate times where a work package requires particular expertise and experience. This includes office documents, videos, and intranets (but excludes maps, live video, hosted content from third parties, and historical archives).<\/p>\n<p><a href=\"#_ftnref2\" name=\"_ftn2\"><sup>[2]<\/sup><\/a> <u><a href=\"https:\/\/www.w3.org\/TR\/WCAG21\/\">WCAG 2.1 AA accessibility standard<\/a><\/u><\/p>\n<p><a href=\"#_ftnref3\" name=\"_ftn3\"><sup>[3]<\/sup><\/a> Option A: Commission accessibility audit? These can cost between \u00a33,000 and \u00a37,000 depending on the size and scope of website.<\/p>\n<p>Option B: Self-testing &#8211; the GOV.UK Service Manual has sections on\u00a0<u><a href=\"https:\/\/www.gov.uk\/service-manual\/technology\/testing-for-accessibility#testing-your-code\">automated and manual testing<\/a><\/u>\u00a0and\u00a0<u><a href=\"https:\/\/www.gov.uk\/service-manual\/technology\/testing-for-accessibility#how-to-get-an-audit\">getting an accessibility audit<\/a><\/u>.<\/p>\n<p><a href=\"#_ftnref4\" name=\"_ftn4\"><sup>[4]<\/sup><\/a> This includes: ensuring <u><a href=\"https:\/\/www.gov.uk\/guidance\/how-to-publish-on-gov-uk\/accessible-pdfs\">PDFs or other documents are accessible<\/a><\/u>, making sure images are accessible, following conventions for creating accessible content (for example, write descriptive links instead of using \u2018click here\u2019). Technologies such as Blackboard Ally will also assist in the identification and remediation of content.<\/p>\n<p><a href=\"#_ftnref5\" name=\"_ftn5\"><sup>[5]<\/sup><\/a> For websites, publish the statement as an HTML page, linked to from a prominent place like the website footer.
