{"id":12042,"date":"2018-09-21T17:07:17","date_gmt":"2018-09-21T16:07:17","guid":{"rendered":"http:\/\/blogs.kent.ac.uk\/isnews\/?p=12042"},"modified":"2020-07-07T08:56:59","modified_gmt":"2020-07-07T07:56:59","slug":"open-access-and-ref-compliance-items-saved","status":"publish","type":"post","link":"https:\/\/blogs.kent.ac.uk\/isnews\/open-access-and-ref-compliance-items-saved\/","title":{"rendered":"Open access and REF compliance &#8211; items saved!"},"content":{"rendered":"<p class=\"lead\">Over the summer the IS Research Support team in the library looked back over items in the Kent Academic Repository which were recorded as not meeting the Open Access requirements for the REF.  We carried out a series of checks to see if there was anything we could do to &#8220;save&#8221; these items and help them meet the requirements. <\/p>\n<h3>Open Access requirements for the REF<\/h3>\n<p>Journal articles and conference proceedings published with an ISSN need to be deposited in our institutional repository, the <a href=\"https:\/\/kar.kent.ac.uk\/\">Kent Academic Repository<\/a> (KAR), within three months of acceptance for publication. Details, and the way we can help with our <a href=\"https:\/\/www.kent.ac.uk\/library\/research\/open-access\/assisted.html\">REF Assisted Deposit Service<\/a>, are outlined on our <a href=\"https:\/\/www.kent.ac.uk\/library\/research\/open-access\/index.html\">Open Access web pages.<\/a><\/p>\n<h3>Monitoring and keeping track<\/h3>\n<p>Since October 2016 the library has been monitoring items in KAR and reporting monthly on the items in KAR that do and don&#8217;t meet the Open Access requirements; the main aim being to encourage staff and authors to take action within the three month window.<\/p>\n<h3>Before<\/h3>\n<p>At the beginning of June 2018 our reports showed that there were 693 journal articles and conference proceedings in KAR that did not appear to meet the requirements. We suspected that many of these were publications from staff who had recently joined the University and which may be available on other repositories. We also suspected that some may be items to which the Open Access requirements do not apply but that KAR was recognising as such because of the complexities of the requirements for conference proceedings.<\/p>\n<h3>After<\/h3>\n<p>By September we had managed to &#8220;save&#8221; 174 items and ensure that they meet the Open Access requirements. We identified a further 276 which do not need to meet the requirements and 75 items which were still in press.\u00a0 This left us with a significantly reduced number,168, which still do not meet the Open Access requirements.<\/p>\n<p>We were very pleased to see that this brought our overall compliance up to 90%<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"http:\/\/blogs.kent.ac.uk\/isnews\/files\/2018\/09\/REF-compliance-over-time.png\"><img loading=\"lazy\" class=\"aligncenter size-full wp-image-12044\" src=\"http:\/\/blogs.kent.ac.uk\/isnews\/files\/2018\/09\/REF-compliance-over-time.png\" alt=\"\" width=\"676\" height=\"285\" srcset=\"https:\/\/blogs.kent.ac.uk\/isnews\/files\/2018\/09\/REF-compliance-over-time.png 676w, https:\/\/blogs.kent.ac.uk\/isnews\/files\/2018\/09\/REF-compliance-over-time-300x126.png 300w\" sizes=\"(max-width: 676px) 100vw, 676px\" \/><\/a><\/p>\n<h3>What we did<\/h3>\n<p>We started with a list of items in KAR that did not meet the Open Access requirements and divided the items on the list between us. For each item we<\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>looked for an Open Access version of the item elsewhere<\/li>\n<li>searched other repositories and Google<\/li>\n<li>recorded information in the &#8220;related URL&#8221; and Comments fields in KAR<\/li>\n<li>recorded &#8220;Exceptions&#8221; in the REF Compliance Checker area of KAR<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3>And next<\/h3>\n<p>We have also made some changes to the layout of the monthly reports we issue. These will be available in October.<\/p>\n<h3>Detailed workflow<\/h3>\n<p>Here&#8217;s a detailed workflow in case it is of use to you as a manager of another institutional repository<\/p>\n<div id=\"s4-workspace\" class=\"ms-core-overlay\">\n<div id=\"s4-bodyContainer\">\n<div id=\"contentRow\">\n<div id=\"contentBox\">\n<div id=\"DeltaPlaceHolderMain\">\n<div id=\"ctl00_PlaceHolderMain_WikiField\">\n<div class=\"ms-wikicontent ms-rtestate-field\">\n<div class=\"ExternalClass6F5A2E2586CF48918F55928621F62BE0\">\n<table id=\"layoutsTable\">\n<tbody>\n<tr>\n<td>\n<div class=\"ms-rte-layoutszone-outer\">\n<div class=\"ms-rte-layoutszone-inner\">\n<ol>\n<li><span class=\"ms-rteFontSize-2\">Install <\/span><a href=\"https:\/\/unpaywall.org\/\"><span class=\"ms-rteFontSize-2\">Unpaywall <\/span><\/a><span class=\"ms-rteFontSize-2\">or <\/span><a href=\"https:\/\/openaccessbutton.org\/\"><span class=\"ms-rteFontSize-2\">Open Access Button<\/span><\/a><span class=\"ms-rteFontSize-2\"> on to your browser.\u00a0<\/span><\/li>\n<li><span class=\"ms-rteFontSize-2\">Go to the &#8220;official&#8221; site of the publication (using the URL or DOI in the KAR record)<\/span>\n<ul>\n<li><span class=\"ms-rteFontSize-2\">Check the article isn&#8217;t OA on the publishers site. If it is, make sure to add the relevant exception to KAR on the REF CC tab and move on to the next item.<br \/>\n<\/span><\/li>\n<\/ul>\n<\/li>\n<li><span class=\"ms-rteFontSize-2\">Click on the Unpaywall\/OA button link<\/span>\n<ul>\n<li><span class=\"ms-rteFontSize-2\">If there is OA content available&#8230;<\/span>\n<ul>\n<li><span class=\"ms-rteFontSize-2\">Have a look at the content. Is it open access and licensed? Is the publishing site of the content\u00a0<\/span><a href=\"http:\/\/www.hefce.ac.uk\/rsrch\/oa\/FAQ\/#repositories8\"><span class=\"ms-rteFontSize-2\">acceptable in terms of Research England&#8217;s OA policy? <\/span><\/a><span class=\"ms-rteFontSize-2\">If yes move to point 4 .<\/span>\n<ul>\n<li><span class=\"ms-rteFontSize-2\">If you&#8217;re unsure about whether or not the repository is &#8220;acceptable&#8221;, check to see if it is on the <\/span><a href=\"http:\/\/v2.opendoar.sherpa.ac.uk\/\"><span class=\"ms-rteFontSize-2\">OpenDOAR list of repositories<\/span><\/a><\/li>\n<\/ul>\n<\/li>\n<li><span class=\"ms-rteFontSize-2\">If there is no OA content available, or it is available on an unacceptable repository&#8230;\u00a0<\/span>\n<ul>\n<li><span class=\"ms-rteFontSize-2\">Google the article to see if it&#8217;s available in a repository elsewhere that is <\/span><a href=\"http:\/\/www.hefce.ac.uk\/rsrch\/oa\/FAQ\/#repositories8\"><span class=\"ms-rteFontSize-2\">acceptable in terms of Research England&#8217;s OA policy<\/span><\/a>\n<ul>\n<li><span class=\"ms-rteFontSize-2\">If successful, move to point 4<\/span><\/li>\n<li><span class=\"ms-rteFontSize-2\">If the staff member is new to the university and was working elsewhere at the time of publication, apply Technical Exception (a) &#8220;At the point of acceptance, the individual whose output is being submitted to the REF was at a different UK HEI which failed to comply with the criteria&#8221; and add any supporting information in the comments box.<\/span><\/li>\n<li><span class=\"ms-rteFontSize-2\"><span style=\"text-align: left;color: #444444;text-indent: 0px;letter-spacing: normal;font-family: 'segoe ui','segoe',tahoma,helvetica,arial,sans-serif;font-size: 14.66px;font-style: normal;font-variant: normal;font-weight: 400;text-decoration: none;float: none;background-color: transparent\">In all other cases, where unsuccessf<\/span><span style=\"text-align: left;color: #444444;text-indent: 0px;letter-spacing: normal;font-family: 'segoe ui','segoe',tahoma,helvetica,arial,sans-serif;font-size: 14.66px;font-style: normal;font-variant: normal;font-weight: 400;text-decoration: none;float: none;background-color: transparent\">ul, make a comment in the KAR record to say &#8220;Publication not found on alternative repository online&#8221;, add your initial &amp; date.<br \/>\n<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>If the full text is available elsewhere&#8230;\n<ul>\n<li><span class=\"ms-rteFontSize-2\">Add the URL of item in the other repository to the \u201cRelated URL\u201d field in KAR<\/span><\/li>\n<li><span class=\"ms-rteFontSize-2\">Check to see if the AAM has been uploaded to the KAR entry along with all the required metadata information. If it hasn&#8217;t we will need to contact the depositor to request the AAM and any further details before applying the exception.<br \/>\n<\/span><\/li>\n<li><span class=\"ms-rteFontSize-2\">Add text to Comment field as follows<\/span>\n<ul>\n<li><span class=\"ms-rteFontSize-2\">If the researcher was working at an alternative institution when the work was published &#8211; \u201cOutput published while author at another university and available from that institution\u2019s repository\u201d Add repository name, your initials and date.<\/span><\/li>\n<li><span class=\"ms-rteFontSize-2\">If the researcher worked at Kent when the work was published &#8211;\u00a0\u201cOutput available in another repository\u201d,Add repository name, your initials and date<br \/>\n<\/span><\/li>\n<\/ul>\n<\/li>\n<li><span class=\"ms-rteFontSize-2\">In REF CC tab in KAR Select \u201cOther\u201d Exception at bottom of page and \u201cYes\u201d button.
