{"id":1706,"date":"2019-08-27T12:02:41","date_gmt":"2019-08-27T11:02:41","guid":{"rendered":"http:\/\/blogs.kent.ac.uk\/economics\/?p=1706"},"modified":"2020-03-17T12:10:22","modified_gmt":"2020-03-17T12:10:22","slug":"corruption-among-indias-factory-inspectors-makes-labour-regulation-costly","status":"publish","type":"post","link":"https:\/\/blogs.kent.ac.uk\/economics\/2019\/08\/27\/corruption-among-indias-factory-inspectors-makes-labour-regulation-costly\/","title":{"rendered":"Corruption among India\u2019s factory inspectors makes labour regulation costly"},"content":{"rendered":"<p class=\"lead\">New research shows that \u2018extortionary\u2019 corruption on the part of factory inspectors in India is helping to drive up the cost of the country\u2019s labour regulations to business.<\/p>\n<p>Kent economist <a href=\"https:\/\/www.kent.ac.uk\/economics\/staff\/profiles\/amrit-amirapu.html\">Dr Amrit Amirapu<\/a>, along with Dr Michael Gechter of the Pennsylvania State University, US, conducted the research, which found that a particular set of regulations \u2013 including mandatory benefits, workplace safety provisions and reporting requirements \u2013 increase firms\u2019 per-worker labour costs by 35% on average across India.<\/p>\n<p>The study also found that the effective cost of the regulations varies widely and is much higher than the 35% average figure in regions and industries that are more exposed to corruption by public officials.<\/p>\n<p>The study also sheds light on the puzzle of why some of the most significant problems faced by developing countries \u2013 including low labour force participation rates and low levels of employment in the formal sector \u2013 are often blamed on restrictive labour regulations when these regulations are usually quite similar to those found in rich countries \u2013 at least on paper.<\/p>\n<p>The results suggest that corruption by inspectors, often involving bribery, adds to the cost burden faced by many Indian firms.
