On 8 March 2018 Tom Casier will speak at a conference in Warsaw on ‘The Legacy of the Harmel report and the future of NATO-Russia relations’. The conference is organised by the Polish Institute of International Affairs and the Belgian Embassy to Poland. The conference will discuss whether the Harmel report may inform decisions on how to decrease the risk of escalation between Russian and NATO forces, while simultaneously keeping the political cohesion of the Alliance.
