Insights taken from an Understanding of Variation: (i) stability versus change

As scientists we are used to data analyses providing information, but it is less common to see data analysis directly informing management decision-making. Experience of using and developing control charts which has been established over the past eighty years, can provide methods which will help the conservation manager to build a more complete understanding and therefore make better decisions. An example suggested by Black (2015) shows how the increasing trend in manatee deaths, although potentially attributed to a growing manatee population, can also be identified to occur in three separate stages. The stabilisation of counts at each stage indicate a new ‘status quo’ has been established. In this case the introduction of watercraft speed limits established a new ‘status quo’.

In other words, increases in manatee mortality are not inevitable if management decisions can be made which stabilise and improve the system – for example can other waterway management measures be implemented?

The Details AND the Big Picture: how do we keep the balance?

A ‘helicopter view’ is an important capability for a conservation leader. The leader needs to be able to examine details of the programme, then position that knowledge in the context of the wider programme purpose and vision. This includes how budgets are organised, resources planned, goals set and how external partnership  are arranged.

With a helicopter view the leader is well placed to delegate and coach the team, to intervene and support where needed, to revisit, change or improve approaches where required. Most importantly the leader can see where ‘the way things are done’ helps (or doesn’t help) the achievement of the team’s purpose.

  • Consider both project details and the big picture
  • See and understand internal & external organizational dynamics.
  • Know projects’ sphere of influence—identify solvable problems.
  • Establish budgets and a clear fund-raising strategy.
  • Design financial/non-financial metrics to relate to conservation
  • Provide information, technology & resource to assist the work.
  • Encourage cooperation & sharing with partners to improve work.
  • Anticipate unexpected outcomes.
  • Be prepared to seek specialist advice from external sources.
  • Integrate flexible management with professional/scientific rigor.
  • Use data on staff, communities, or society if it helps the program.

Case Study from Hawaii – Purpose, Vision and Values in Forest Bird Conservation

Case Study

Hanna Mounce is a colleague who leads the Maui Forest Bird Recovery Project. A very good summary article of the challenges which her team face is described in an Audubon article on their efforts to restore high altitude ecosystems in Maui, Hawaii. As a leader Hanna  has to ensure that her team are purposeful, buy into a meaningful vision which steers the direction and planning of work and have a common value system which makes sense to the team and can be recognisable to outsiders.

The purpose of the team is to protect and recover the island’s endangered species and ecosystems (particularly the forest bird species).

The vision is to restore high altitude ecosystems which will provide malaria free habitats protected against the effects of climate change. This vision is not so much about restoring lost landscapes (a ‘nice to have’ option) but is linked to and justified by the fundamental purpose of the project – these new landscapes will become the last wild refuge for endemic species as malaria encroaches lower altitude habitats.

The values of the team include a persistent belief that conservation of Maui’s endemic species is feasible and worthwhile. The species are not a lost cause, the work is not an excuse for a career in field conservation. The team members believe that the work is valuable, meaningful and will make a difference.

The A-B-C of motivation

Interestingly, research suggests that in terms of guiding behaviour and performance, people tend to prefer feedback (i.e. a consequence of what they have done) rather than guidance (an antecedent). Time spent highlighting rules and having team meetings to brief people on work or remind them of key issues (like health and safety) is less effective in shaping the desired behaviour required at work. This is important in deciding where interventions are needed to enable people to become more productive (not much productivity is achieved by attending a meeting!).

Remember the ABC of motivation: Consequences drive behaviour more than Antecedents. However, this does NOT mean we should manage people by ‘punishment and reward’! Punishment and reward conditions people into behaviours, stifles creativity, reduces feedback and suggestions and encourages people to hide mistakes or problems, even to cheat the figures (otherwise they get punished). Punishment and reward is a very blunt and undiscriminating instrument – it can easily punish good behaviour and reward bad behaviour (think about bankers bonuses here!).

Consequences must be carefully design: do people know the purpose of what they are doing, be committed to it, be able to monitor their work to achieve it and be able to adapt and improve things intelligently to achieve the desired outcomes?

The latest motivational thinking is described in ‘Self-Determination Theory’ (Ryan and Reci, 2000). This theory suggests that the conditions supporting a person’s autonomy, competence,and relatedness enable higher levels of motivation and engagement (including enhanced performance, persistence, and creativity). Also, conversely, if these three psychological needs are not supported there will be a detrimental impact on well-being; in other words, not doing these things will demotivate people and make them less effective in work.

Acting fast to save species demands clarity of purpose

In recent years it has become clear that fast action is often required to save threatened species. This is important because even if sometimes we might prefer to think about options, make grand plans or gather scientific evidence, circumstances might not give us that luxury (Martin et al. 2012).

The only way to know the answer to  ‘what must we do now?’ is to have a clear PURPOSE in our work (Black, 2015). For example, if we need to save the orange bellied parrot, then what we must do today is something concrete in line with that mission; if emergency action is required (such as bringing wild individuals into protective captivity for an accelerated breeding programme), then that must be carried out. By contrast, if conservation managers decide to conduct monitoring and devise a recovery plan they must consider…WHAT WILL MONITORING AND PLAN CREATION DO TO RECOVER THE SPECIES NOW?

The Panamanian golden frog is one example where extreme measures were taken (removing all individuals from the wild to evade fatal chytridiomycosis infection) simply to save the species (Gagliardo et al., 2008).

Of course, the action itself must be purposeful. The capture in 1980 and care of the juvenile male Yangtze river dolphin (or Baiji) known as Qi-Qi did not progress to become a breeding programme, despite a female being captured in 1996. The male died alone in captivity in 2002, and the species was considered extinct by 2007 (Turvey et al., 2007). The purpose of Qi-Qi’s capture appears to have been to act as an ambassador (i.e. an exhibit) of the species rather than to save the species itself.

One must identify the correct purpose of work in order for that work to serve the right system (i.e. the species and its ecosystem), not a corporation, or an NGOs publicity machine, nor a person’s career, nor a particular political system, nor a university’s research programme.

Systems Thinking for Conservation Leaders

In recent years we have started talking about the suitability of systems thinking in relation to conservation management. The approach is non-hierarchical (so is not reliant on a political or cultural norm) – it is a way of managing that cuts through the necessity of a hierarchy. If you do have hierarchical leaders, they just need to start asking different questions. Systems thinking (e.g. the team are a system, they operate in a work system, the organisation is part of a larger system) clearly fits with the notion of ecosystems and complexity which is at the core of conservation.

Knowledge is at the core of systems thinking, optimisation of the system is critical and anything which undermines this is to be avoided. Simplicity of intervention is paramount, and taking different approaches to managing ‘exceptions’ and ‘the norm’ is importnat.

Many of these things are obvious but the ways in which we tackle them ARE OFTEN COUNTER-INTUITIVE. For example:

  • to increase motivation do not attempt to ‘motivate’ people,
  • incentives do not incentivise what we want to be done,
  • re-training is not the best way to improve worker capability,
  • standardisation of work causes increased failure,
  • targets are counterproductive,
  • a focus on cost reduction will not reduce costs,The list goes on…

Some principles of system thinking include:

  • Managing improvement is about understanding predictability of the system. Predictability is based on an understanding of either:
    (i) data over time or (ii) cause and effect.
  • The start point in working in a complex environment is to study it (not plan) and to understand how it currently supports the conservation purpose, and how (through flow of processes and systems). If the purpose of the system is understood, then measures to examine the system can be put in place and then methods for improving the system versus measures and purpose can be experimented with, thereby further informing the understanding of the system.
  • When you want to make a change the only plan you need is how to study the system – all the work thereafter follows. In ecosystems we are unlikely to know all of the complexity of processes, but by continual experimentation and learning we understand what has a positive impact (and what does not) for the species of concern.
  • The ‘demand’ (defined as species and ecosystems’ needs including threats) is the biggest lever for change – so it must be understood. It can be understood by the people doing the work (or affecting the system) only through their study of and understanding of the realities and patterns of those demands.
  • An understanding of ‘demand’ drives the leader to consider which bits of the system need to be learned about and for which improvement could be focused.
  • Cooperation is a consequence of the design of the work system – the system governs people’s behaviours, not the other way around. This is important in working with teams, communities, businesses.

Note that the only standardisation that occurs in this approach is to develop measures of purpose. All else needs to developed in the context of the species and ecosystems of concern. With the measures in place, all work will follow the measures to drive improvement.

True ‘hands-on’ leadership: what does this really involve?

To keep close to work some managers think that by asking about the numbers or looking over people’s shoulders is an effective way to work, but neither is actually helpful (Deming 1993):

  1. Micro management just interferes with work, distracts the people doing the work and often results in meddling, reduction in creativity (people have no point in giving ideas –  because the boss will question it/have their own idea anyway); this reduces trust and motivation.
  2. Asking for ‘the numbers’ (an attempt to show others a results-oriented mindset) merely indicates that you don’t care about the work. Remember, Douglas Adam’s answer to life, the universe and everything was 42, which didn’t really tell us anything helpful. Outcomes are much more that just the numbers (particularly more than just this week’s numbers)

Hands on leadership is NOT micro management. A  hands-on leader understands the work, knows the demands placed on the project, can ask helpful questions that enable people to develop better insight, has conversations that relate to the work and how it can be improved (rather than judging people or playing motivational mind-games). A hands-on leader knows their staff and people’s capabilities, sensitivities and aspirations. The leader also gives away responsibility, ensuring that people have skills, authority and information to enable them to make decisions that help species and ecosystems. A hands-on leader expects to get questions back form the team, including concerns, or ideas for improvement. A hands on leader listens.

Few of these characteristics can be found in micro-managers and those who just ask for the numbers. There is a better way to lead.

  • Orientate towards “hands-on” management, working with staff.
  • Have highly developed biological and/or operational skills .
  • Be able to prioritize the work by asking key questions.
  • Know people’s strengths; channel their energy and passion.
  • Understand cultural differences and handle views sensitively.
  • Check results with staff and empower them to get the job done.
  • Involve people doing the work with data, decisions, and changes.
  • Place responsibility for information with people doing the work.
  • Ensure that ‘what matters to biodiversity’ steers people’s work.
  • Have 2-way communication; clarifying, testing and listening.
  • Spend time with staff, listen to concerns & enable contributions.

Vision and goals: what is it all about?

A key area of capability for a leader is to have a strong sense of purpose for the work that they and their team must undertake. Questions like ‘Why are we here?‘, ‘Why are we doing this work?‘ can be answered with a statement of purpose. In conservation it might be something like ‘ to recover and conserve species X’, or ‘to recover and protect landscape Y’, or ‘to restore ecosystem Z’. That purpose must be reasonably within the control of the team; so a purpose defined as follows: ‘to prevent global climate change’ would be unhelpul and difficult to operationalise (so not really worth the paper it is written on).

Durrell is one organisation which has a clear purpose (they call it a mission) “saving species from extinction“. In any work the organisation undertakes, people can legitimately ask – ‘does this work help save species from extinction?’ The assumption is that if the work does not deliver this expectation, it is the wrong work to be doing.

WWF’s mission is “to stop the degradation of the planet’s natural environment and to build a future in which humans live in harmony with nature.” This sets a broad expectation but is perhaps less easy to operationalise (or at least to discriminate what to do and what not to do).

In understanding purpose, we need to help understand the work we do – and to have that understanding which is common across the team. In Durrell there may be debate about which species to save from extinction, but thereafter what to do can be carried out. This type of decision making is perhaps less easy to agree with the WWF mission – there are likely to be a myriad of other criteria which are necessary to prioritise WWF’s work.

FFI describe their mission as “To act to conserve threatened species & ecosystems worldwide, choosing solutions that are sustainable, based on sound science & take into account human needs“. This is clear, but perhaps also includes qualitative criteria worthy of debate – what is ‘sound science’, what should we do if effective conservation can be achieved without science? What if human needs contravene the conservation of species, or drive unsustainability? What if sound scinece is unsustainable? These are legitimate questions.

Vision then builds a view of the future – and this is a move-able feast driven by the context we are working in; HOW we conserve species might involve building a secure captive population far from harms way, but a different vision might have the population restored in its native habitat, another vision might see the population trans-located to a new uninhabited location; it all depends on context. Which vision is most likely to inspire others to engage with the work and which will also ensure the purpose of the work?

With these things in mind a leader can set short-term goals and learn more about the system that is being worked with.

In the Black, Groombridge Jones paper is a description of some areas to consider in developing purpose, vision, goals and plans:

  • Establish shared long-term vision & common sense of purpose.
  • Identify what is happening/affecting biodiversity.
  • Set clear, short-term achievable goals.
  • Ensure flexibility in all levels of planning.
  • Consider view of stakeholders and partners.
  • Start plans by understanding current performance v purpose.
  • Ensure that staff embrace project aims and culture.
  • Get people to measure performance in relation to project aims.
  • Advocate good governance, particularly in complex projects.
  • Ensure congruency between plans, action and results.

Improvement and Learning: is this a core competence for conservation leaders?

Why is improvement and learning a core area of capability for a conservation leader? Surely training people, sharing information, building knowledge and overcoming failure is a natural mindset for a capable scientist or field practitioner?

In truth you need to manage morale in your team because disappointments, unexpected failures and unwelcome new threats can arise. This means that you must ensure that success and failure are an opportunity to learn, not a moment to crush the spirit of team members. If you seek knowledge – what is being achieved (results), how things are done, how to improve – then you will encourage your team members to do the same. They will bring you their  difficulties and errors rather than hide them. This will give everyone a chance to reduce problems. It will also give space for people to enquire more deeply into failures, their causes and solutions, rather than dwell on dissappointment, negativity,  blame or self-loathing. Energy will be expended where it is needed.

Of course, people sometimes screw up. But you first need to check –  is this because they are in error (neglect) or is it because they lack capability (not trained, lack of experience, or inadequate resources)? If it is the latter, it is YOUR problem not theirs – you put them in a position to fail, so do something to prevent this happening again.

Remember to give a focus to people that makes sense to them. Don’t set improvement targets – these are just number plucked out of the air. Instead, think about what current work output (results) is actually telling you, then understand whether improvements can be made. Always focus this effort on the species and ecosystems of concern – how would this improvement help…?

  • Be receptive to (and seek out) alternative solutions.
  • Let staff to challenge, share & learn from mistakes, without fear.
  • Expect—and support staff to strive for—high standards.
  • Expect the project (and its needs) to evolve through time.
  • Understand risk factors and make suitable contingencies.
  • Work on system not people; celebrate success, learn from failure.
  • Focus improvement on biodiversity & work output (not ‘targets’)
  • Recognize difference between neglect and lack of capability
  • Let people experiment with methods to improve performance.
  • Let people ask for training and provide it on a just-in-time basis.

Good performers will fail in a bad system

Examples of failing systems are numerous, although often the finger of blame is pointed at the people who are at the sharp end.

In a blame culture managers will identify the problem as being the people at the sharp end. Blame is both self-fulfilling and self-deluding: it does not help us to understand what has gone wrong and why, because we are basing our judgement on a misplaced assumption  ‘people are the problem‘.

There is a neat way to define the power of the system, versus the expectations placed on people, in a quote attributed to Geary Rummler:   

“Put a good performer in a bad system
and the system wins every time”

So should we blame the manager? Well, simply, yes, because their job is to manage the system (and to improve it). In fact, that is pretty much all that their job should involve. As a coservation leader you must set up the goals, roles and work for your teams so that they are able to deliver the purpose of the conservation programme – and so that they know whether they are achieving this or not.
